Here is my theory: Shadows in volume shadowstorage are being treated like devices drives and the device driver mechanism is being used to describe and manage their characteristics. Once a shadow is erased due to the round robin mechanism in the shadowstorage, the "device driver" is disabled - similar to other device drivers when the actual device is pulled off the system.
For some reason, however, those "dead" device drivers are kept around maybe for possible future use in the more general cases and since Volume Shadow Storage uses the general mechanism, they are just being treated like any other the main difference being that "real" devices do not come and go at the rate that shadows do.
